Bulgaria’s National Recovery and Resilience Plan (NRRP), approved by the European Commission on May 4, 2022, is set to be fully implemented by August 2026. The plan allocates over €1 billion specifically for energy-efficient renovations of buildings, including residential, public, and commercial structures. This initiative is part of a broader €6.2 billion national package, with 57.5% dedicated to climate objectives.
Key urban projects under the NRRP include the modernization of Sofia’s ring road and the development of Garitage Park, a sustainable, mixed-use district. In Ruse, efforts focus on revitalizing the city center and restoring historical sites, while Pazardzhik emphasizes enhancing walkability, green spaces, and public accessibility.
Additionally, €533 million is committed to sustainable urban mobility projects, such as the introduction of electric public transport, metro expansion, and the installation of charging infrastructure. These initiatives are supported by the Sustainable Cities Fund and the World Bank’s Compact Cities Project, aiming to reshape Bulgarian cities into greener, smarter, and more resilient communities.
